Later on, it was revealed that U.S.Agent was approached by Steve Rogers to stop Sam. While much of this conflict was predicated by Civil War II and Sam's clash with the US government, larger forces were also at play. Ultimately, Sam defeated Walker and declared that he wasn't going to stop being Captain America. Using the night vision of nearby owls, Captain America handily took U.S.Agent down. U.S.Agent gave Captain America a brutal beating, but Sam finally got the advantage when he flew Walker into a dark tunnel. This hit Walker particularly close to home, since he had become rather unhinged during his time as the Star-Spangled Avenger.

Taking into account Sam's recent battles with the police, border control and S.H.I.E.L.D., Walker thought Sam had cracked from the pressure of being Captain America. Walker tried to reason with Sam, since he was convinced that Sam was out of control. U.S.Agent confronted Captain America during a skirmish with the Americops, telling him to give back the shield. But reluctantly, Walker eventually went after Sam anyway. Admitting he disagreed with Sam's politics and his placement as the new Captain America, Walker still thought it wasn't his place to fight the new Sentinel of Liberty. Initially, U.S.Agent refused to go after the Falcon.
There was also a group calling for Sam to step down as Captain America, since Steve Rogers was around to take back the mantle. The Senate saw Sam as a serious political risk, considering his tenure as Captain America had brought him at odds with the government fairly regularly. Sam tried to talk to the Americops, but their response forced Captain America into battle.ĭuring this fight, U.S.Agent was approached by the US Senate and asked to personally bring Sam in. The Americops used questionable methods to hunt down criminals, which angered Sam and placing them at odds with vigilantes like Rage. At the same time, a private police force known as the Americops were running rampant in the streets.
